pretty sure Panda and Uno are the same "flush-fit" style,

in my experience the keys are NOT unique..

EBay is your friend. £10-£15 should find you a locking one. Search for Fiat Panda petrol cap. Ignore the sticky out ones - they are mk1 Panda. I just bought one for £10, so they are out there.
