Passenger Set belt problem

hi guys,
just a quick question!. Has any of you's had problems with selt belts not working until you accelerate, my passenger belt appears to when lock trying to put it on when stationary. It releases when I accelerate. Any ideas guys? I have a NCT due soon and I reckon it'l fail because of this,

I had this problem on my HGT after the car had done less than 20k miles. Fiat replaced the seat belt under warranty. They said it is a common problem with Bravos.

Its the locking mechanism that is supoposed to stop the belt moving in a crash or under heavy breaking. Just sounds like the mechanism has been damaged so should replace it. Dont get one from a scrappy tho cos it might have a bad history you dont know about - buy brand new
