Is there any way to confirm the original colour of my car ? Thought it was a genuine red, but having turned it over to start restoring the underside beneath the underseal everything is white! I had noted a layer of white under the red when cleaning the top panels but had assumed this was the primer/ base coat. Would the chassis number be enough to find the original colour?

If you tell us what model and year your car is, it might help. Some cars came in just one color in a period of time.

I've recently pulled my leaky fuel tank out to swap it and of course had to deal with peeling and bubbling paint. During sanding, I also came across the same white-ish base coat (primer is actually slightly off-white).

If indeed you have a genuine red and came into the primer during your work, I would expect that you were not able to peel away any of the red from the white. The red should (I say should) have bonded quite well to the primer and only appeared during sanding.

PS: Have you tried to pry off the chassis tag? I found the same engraved ID underneath it, which confirmed that I was dealing with a genuine blue.
 
In response to Vetran fiat the car in question is a 500F first registered in Feb 1971 chassis no 2727741 if that helps
 
most common color for the 500 is off white, alpine whitish.
you could request a different color from factory but that is very rare, most fiats you see today (500's) that is, are repainted over their original white paint base coat.
