Basically what I want to know is when will I receive my 1 years ncd, I bought my insurance in August last year but only passed in October and my family are telling me that I want get a ncd for another year after October?! but that can't be right because I will have been driving for a year come October?
 
NCD is a discount for not claiming, not usually relevant to licence status. So you should get a discount from this renewal in August, assuming there's been no claim. This also assumes that the insurance is in your name.

You could ask your insurance company, they should be helpful as they would like your money for another year.

What PB has said is spot on. It's upon policy renewal (which is usually annually) so assuming you didn't cancel your policy and take a new one out when you passed it'll be August :)
 
When I was a student, another chap on my course bought a scrap Morris 1000 (at that time just about the lowest premium of anything on the road) & kept it insured for 3 years (even though it was unroadworthy & had no MOT or tax).

After he graduated, he got cover on a rather exotic car for about half what he would otherwise have had to pay, even though his real-world driving history was essentially non-existent. The three years premiums he'd paid on the Moggy amounted to much less than the saving he made in the first year he actually started driving.

I wonder if you could get away with that today? Buy an unroadworthy, SORN'd 1.1 Panda, insure it for 3 years, then use the NCD on a new 458?.

Cunning, I like it. Wish I'd done that when I was a student! Didn't take my test until I was 26, could've had 9 years NCD before I'd even sat behind the wheel!
