Fuel pump seal is on top, I'd have thought its more likely the neck on the filler than the pump. Its not a lot of effort to drop the tank on these though.

Blame for what? Have I missed something? Is it leaking
All mk2 2wd tanks are plastic btw GG156, on 4wd which have metal ones.
