You know, I can't help thinking...you've got one Panda you're keeping with a slightly poorly engine, and one slightly tatty one you can't get rid of with a healthy and slightly bigger more powerful engine......how could this situation be improved?

20% hike in power (compared to a healthy 999) is not bad from an engine you've already got sitting getting in the way on the drive.

If you can edit the policy online you can add modifications theoretically and see if they'll re-quote you.
You'll be paying no more than someone who's paid in full, only difference is they'll have it deducted from their refund, you just haven't paid it yet so will have to pay it (assuming your monthly payments are not so high that you may have already paid it depending upon how your monthly payments fall).
