Technical MOT Emissions Failure

I took my Fiat Punto Mk1 1242cc 16v 1999 cab to it mot, which it failed on the the emissions test

Fast Idle speed Failed
Engine speed 2500-3000 rpm Pass
CO: 0.514% Fail
Lambda 1.129 Fail

Second Fast Idle Failed
Engine spped 250-3000 pass
CO: 0.515 Fail
HC: 76ppm Pass
Lambda 1.134 Fail

Natural Idle speed Failed
Engine speed 450-1500 rpm Pass
Co: 1.154% Fail

It failed on the CO & lambda test.

The garage said it missing so runnning a bit rough, which could have cause the cat fail. He said it would need a new cat.
Could be that the lambda sensor as gone.
The car as been stood since it last test and only been out a couple of times.
Any ideas.

Awaiting someone more technical with the 1.2 16vs but what idle valve do they have? My Tipo is failing CO due to the CO screw having to be opened, to make the engine idle as the idle valve is failed.

I'd guess that the Lambda readings are out pointing towards the sensor
