Styling mk1 punto pedels

I am just wanting to know if there are holes underneath the rubber grommits of the pedels to attach metal ones on

Not as far as I know. Be aware that some of the metal ones are an instant MOT failure.

If they're not winter compound then they won't be as good as winter tyres below 7C

I don't think Rover wheels will fit, as fiats are 4x98 PCD, and I don't think that rover are.
