Technical Marea overheating and no fan on?

I Have a 1.6 petrol Marea weekend and i noticed that when i get a traffic jam if I stay on the queue for some time the temperature gauge starts going up..past the midle point and out. The solution e leaving some space to the front car. I notice that the refrigeration fan doesn't start...

What can it be? Thermostat problem? How can I test it or replace it?

When my 1.8 petrol did this in a jam on the M25 I saved the head gasket by using the heater on full and opened the windows. I got advice on here and it proved to be the dropper resistor to the low speed fan terminal. I posted some pics. Oddly the full speed did not kick in however I also checked the relays and cleaned the sockets so maybe I cleared this as well. On my car the ECU controls the fans and uses the temp sensor to do this.
