Is this normal?
Should I call my dealer and get them to re-fill it or can brake fluid be purchased and done myself?

it must have gone somewhere - do not just refill!
I echo the bove, brake fluid does not just evaporate into thin air, so it's gone somewhere.
Call the dealer & get them to collect it.

Has happened to Lloyd71 before. I put money on it being a seal from the top of the cap that's fallen down and is stopping the float from showing the proper level. Unscrew the cap and see if the seal from the top of the cap has fallen into the brake fluid.
