Technical Injection problems

Working on a Panda 4x4. Car is a 1995 model.

What the car is doing:
The injection is injecting at it’s max constantly which is flooding the engine. When I keep plugging in and out the controller of the injector, I can keep the engine running. I’ve replaced the injector controller but this didn’t make a difference. What could it be?

May be unrelated but I had similar issue on a early Nissan Micra, that turned out to be a coolant temperature sensor wiring issue that Nissan did a mod for.
