Induction roar?

This is probably a stupid question and I know the answer is no but just wanted to make sure.

Would a aftermarket panel air filter give any kind of induction roar, or is it just the cone type filters that make the roaring sound?

Panel filters will allow more noise than the original paper one, but not as much as a cone filter.
