I have a 1999 2.0 16v EL for a few years, I've tackled every maintenance job and eventual small problems on my own with pleasure. My Ulysse drives like a dream except for idling. It revs up to 1800 r.p.m. the second you stand still. Been on fiat examiner at three dealers and two local garages no one can find the fault.
I've cleaned the idle valve more times than I can remember and the problem keeps returning after a few hundred miles.
I've got sludge or previous owner has used bad oil I think, or the valve cover is attracting moisture somehow which mixes with the oil to form 'mayonaise'.
After the best Selenia K20 semi-synthetic oil you can buy from Fiat which did not help, I'm trying 5w30 full synthetic oil now, which I hope will clean the engine and not mix with the moisture from the valve cover from which the hose to the air intake plugs my idling valve every time.
Any of you guys got any ideas on this?
 
Update: been driving for 5000kms now with 5w30 full synthetic oil, revving up has actually stopped (wow!) so far. In my case seems like there is something there after all regarding clogging up which can be reversed with 5w30.
I'll see what it's going to do with colder weather this winter and post my findings for the benefit of all forum users as a possible course of action.

Hi all, sorry for the late reply, still haven't fixed it completely, full syntehtic oil has cleared the sludge problem completely, but no cigar.
I've bought a brand spanking new idle actuator i.e. stepper motor, it helps a lot, but unfortunately after 1000 miles I have the problem again at stoplights, after cruising a while 2000 rpms again. Sometimes fluttering the throttle pedal helps, most times not.
Very stubborn problem in this car, but I will not give up. I'll keep you posted.

Stalling problems like you describe are almost always down to the idle control stepper motor which, as you point out is a quick fix. A new part's only about £25-30 from eBay. I even carry a spare!
 
here u go octane_fx, only one clip and two torx screws to replace.

sorry to come from no where i got fiat ulysse 54 plate i had problem which was lake of power my local mechanic said it will be air mass meter which is been change but did solosve the problem after that we change turbo but still didn't solve the problem after that i been told it might be injector that is been change car got little bit power back but now is showing low fuel pressure which i change fuel pump in the tank but i am going n o where with it cause it start cutting out after every mile and then i have to leave for 1 or 2 min and start it does start has any one else got same problem if is yes plz can you heeeeeeeeeeeeellllllllllllllllppppppppppp

I have just today did some testing myself as I have a car data cd. I was testing the resistance between the connections on the idle valve and the readings are 51.6 omns and 52.6 omns while the cd says it should be between 52 and 58 omns for each. Is 0.4 omns going to make a difference to the performance of the valve..
