Technical How to check Throttle?

How would I know if when pressing the accelerator pedal the throttle is opening fully? I'll post Pics of the bottom end of the Carb but for those of you that are familiar there are 2 holes at the bottom, when you press Accel 1 of the holes open, when you press really hard they both open.. I gotta feeling the 2nd one is not opening anymore.
