It has always been the case that the plod could pull you for noise even before the red flag act.
Today they are more 'picky'.

No one cares about the legality around here do they?, just get one that isn't annoyingly loud and doesn't sound (or look) wonk. Exhaust size is relative to engine components/size. Big/forced induction engine = big exhaust, small asthmatic engine, spend your money where it counts.
