Technical Help! Ac problem

Have just bought a HGT, but it does`t seem as if the AC is working.
I can hear the relay switching and all the fuses are intact, but the compressor doesn´t spinn..
Can it have anything to do with the outdoor temp? (10 Degrees celsius)
Or what else can be wrong?

It may need re-charging. Try your local Air Con specialist.
