Have you checked all relays? (AFAIK the signal, pulling the arm, uses a different relay from turning them on)
If all relays are fine then the problem is probably in the stalk unit itself unfortunately. They can be found at a breakers yard or new (pretty expensive). Putting them on varies from being a bit of a fiddle to a pain in the ass depending on how tight things are and how handy you are.
