i thought film and tint was in new regs but i cant find it now http://www.motinfo.gov.uk/htdocs/m4s01000001.htm

says its only a fail if "output is well below that
required to illuminate the road"
They are in there:

Front and Rear Position lamps and Registration Plate Lamps...

Reason for rejection (i.e. failure)
...
3. An obligatory lamp
a. missing, insecure, obviously incorrectly positioned or does not face to the front or rear as appropriate

b. inoperative or less than 50% of the light sources illuminating

c. obscured so that less than 50% of the lamp illuminating surface is visible from the front or rear as appropriate

d. not visible from a reasonable distance due to excessive damage, deterioration, or having products on the lens or light source

The only change made to the headlight regulations are ''products on the lense that excessively reduce the lights colour or intensity.'' the fly eye stops very little light.

They also come with the legality certificate from vosa if theres any problems anyway. :)
