Generally you don't - if it has been tampered-with, I'd fit a spare from another car.
Does it have an adjustment screw (originally under a pressed-in cap?) if so, then you can turn that to set the base mixture. Ideally with an exhaust gas analyser to get the lowest HC reading, but otherwise, turn it until you get the fastest idle speed with a smooth, even sound when you go around the back and listen to the exhaust. It should not be running too fast and misfiring/stumbling (too lean) or running slow and 'chugging' (too rich). Keep adjusting and give the engine a rev occasionally to check there is no stumble when the throttle is opened (too lean as well).
