Technical Fiat 500 1.3 multijet (Diesel) 2008 Rough idle and running

Hi, has anyone had this problem?
Starts fine every time, but when idle while cold, is running rough. Revs fluctuates up and down.
After few minutes is not fluctuating so much but is still running rough.
I have replaced all 4 fuel injectors with remanufactured from Diesel Fixneuss , fuel filter but the problem is still the same.

Any ideas will be appreciated....

Hi, is there any smoke out of the exhaust?
a bad glow plug? I know that an open circuit glow plug shows an error message on the dash but test them if you can with a multimeter. They all should read about 8-10 ohm’s iirc?
could be air in the fuel system? Try turning the ignition on, wait for the fuel pump in the tank to stop, turn ignition off and back on again to run the pump a couple of times before starting to see if that makes any difference to idle?
EGR valve could be stuck So the engine is choking on its own exhaust fumes?
