hi i no this is a mad question but can water leak frm my down pipe im sure thats where its coming frm

Its not really possible for a car to leak water from the exhaust system.

If you have water going into your engine your oil will be mayo colored.

if that is the case the head is destroyed.

The last place for all condensation is the exhaust so the chance is that your coolant system is a bit dodgey.

Does it only leak while the engine is running or when it is also off?

How can it leak from the downpipe, for it to leak from the downpipe you need a hole in the exhaust. If you have a hole and water is leaking from there then your car will need a new head gasket at least.
