It's not just having the alignment tools though, it's using them properly. A lot of these problems with 1.6 belts have been from garages who have the tools but only used them the once just to fit the belt. All they had to do was turn the engine a few times and then reuse the tools to recheck the timing is still correct and it would be immediately apparent that things aren't right. That's standard good practise
So, if you're taking a 1.6 in for a timing belt change, make sure they have the right tools and if the engine feels worse afterwards eg worse tickover, poor pick up in acceleration or engine warning lights always at the same speed, then take it straight back
