Hello! I'm wondering if anyone would have any information on "Factory paperwork for emission compliance". I imported 2 Cinquecento's last year, one being a 1970 which here in California the DMV is asking for above mentioned paperwork. Can't seem to locate any information on how to obtain a copy of something like this. Any suggestions would be greatly appreciated! Thanks!

If it's the 1970 model, it is called the 500. The Cinquecento is more recent, it has been produced in Poland between 1991 and 1998. The successor was also called 'by letters', Seicento. And then FIAT came back to the original naming 'by digits': 500 and 600.

Could be easier finding things over the internet :)

Sounds like you need a CoC (Certificate of Conformity). I know in the uk you can request a 'certificate of conformity' from fiat, there might be cheaper options to sourcing one i'm not sure, but when i registered a seicento in the UK i had to get that from fiat and that basically has everything about the car on it, including the emissions.. Whether you can use that service from abroad i don't know, can ask. https://www.fiat.co.uk/owners/import-export

Not being form the US i have no idea what they will & won't accept as evidence, I'd ask them that and go from there to see which seems the easiest/cheapest route but i am certain a CoC would be fine, all car manufacturers worldwide should be able to provide one for any car they have made. Obviously some make it hard and many make it expensive for just printing a form and posting it/emailing it. Everyone is out to make a buck as they say.
 
Also for the EU, I needed an extract from the homologation for my Ducato to register it as a environment friendly vehicle according to some act and rang the customer hotline. They were not able to provide me the original document, as I've reached the Polish subsidiary hotline (although in Italy :D) and the document was issued by FIAT Italia but they send me a document that the van meets the requirements of the same act, which was sufficient to register the van as I needed, according to the original factory homologation.
 
There was a post in the Fiat 126 (similar engine to the 500) section on this forum a while ago from a member in California who was having difficulty in registering an imported 126 due to "emissions requirements". He seemed to have found an easy work around? - see posts # 4 and 6 in the thread below :-
