Well there are quite a few possibilities. If its had plugs changed and been serviced, then yes it could be throttle body, it coiuld be coils and it could possibly be turbo related, but I would expect that to be all gears and more notable in higher gears. I would remove the air cleaner and check the throttle body. Iy shpuld look clean and reasoably dust free, You can get these clecaned for usually half an hour s labour. The are ither sensors like the MAP air pressure sensir and the oxygen sensors and temperature sensor which can cause the car to run badly if it does not detect the correct conditions. Plugging it in to
MES to read error codes would be a good idea. My Panda TA is sensitive to plugs and can be slower to start once the plugs are dirty. Cleaning the thottle body with carb clecaner and lint free rag would be a good place to start. Do the cheap and easy things first.
