Do NOT make registered vehicle keepers liable for parking penalties

This is a back door the soon to be ex-clampers are trying to get in the bill making them illegal. Anyone who steals or uses your car or clones its plate leaves you liable for any charge the parking operator wants to make, no appeal.
Please pass it on and get it stopped
 
A very worthy cause. However, these e-petitions are a complete waste of time. 100,000 signed the petition for a referendum on EU membership. This number should automatically trigger a parliamentary debate. MPs are making all sorts of procedural excuses for why this now won't happen.

Of course, the reason it won't happen is that a referendum on the EU would result in a NO vote, which wouldn't suit the interests of those in charge.

E-petitions seem to be a way of pretending to us plebs that our rulers give a **** about us, or that we have a functioning democracy. It's all a charade.

No it doesn't. There are specific exemptions for cars that have been stolen, are used without the owners consent or have cloned plates.
 
You're not accountable AFAIK. Just reply to their 'demand' that you can confirm you are the registered keeper however on the matter of the parking charge they will have to discuss that with the driver.
Thats how it is at the moment as regards supermarket parking and the like ( ie situations where there is no authority to issue a s172 or s112 order to name the driver). The proposed new rule would make the registered keeper responsible for that sort of parking charge penalty unless the car has been stolen, TWOC'd or the plate has been cloned.

That was my thinking too, just because the parking thieves send you a notice in the post does that mean you'll pay it immediately? If you know fine well that either your car wasn't there, or it was stolen/TWOC'd there's not a snowballs chance in hell that you'll pay it, no matter how many reminders they send and should it make it as far as court then I'm sure it'd be ruled in your favour under those circumstances.
