drivers side footwell soaked

i took this 2 fiat and they said it was the window wiper seal any 1 heard of this or any other suggestions punto active 2006 or sum advice on fixing it cheers

I always thought everything pertaining to the front wipers was under the bonnet?
Real pros would fill a watering can with water with a fluorescent dye added & whilst one pours the water slowly, the other has his head under the dash with a UV light.
I've always thought the majority of problems tended towards a faulty window seal.
