Bumper off isnt unusual
What do the parts diagrams show?
Clips.. grommetts etc

Not done the headlights, but removing the bumper isn't a huge job.
Bolts inside the wheel arch protector are a bit fiddly.
You can do it without removing the front wheels but its worth jacking up the front of the car to make it easier.
