A mod only action, by the mod of that forum.
Otherwise, you can imagine a thread with multiple posts in it, and then the original thread-starter coming back at any point and deleting the whole lot - not useful

If you create a thread and no one replies to it, you have 15 minutes (or maybe 30) to remove it. (same with edits)

Never knew that - then again, never had a reason to delete my own thread....
