Sounds like the turbo isn't cutting in.

I had this a couple of times, try to accelerate and it's completely flat - Almost like driving on 3 cylinders without the lumpiness.

When you start up, vacuum is created and you should see the actuator rod on the turbo move. Check this and if it isn't, check for movement and check pipes for damage.
 
I've never been impressed with the lack of low-down torque on mine ('02 115 JTD).
It's not what I expect from a Diesel at all.
I know it's 'only' a 1900, but still.

It caught me out one morning a week or two ago, pulling out of our drive and across the main road (180° turn and slight uphill gradient).
I'd started it, and immediately saw a gap in the traffic, so I went for it.
It just crawled across the road, barely above idle.
If I let it warm up for even just 30 seconds from cold, it doesn't do it, although it still needs a bit of revving.
 
Sounds like u have had a good car as we don't see many posts from u so I suppose its just a missap and hope its a easy fix for u / turbo timer / is that what u mean by accuater

EGR is on the back of the engine, top right as you look at it.

Follow the silver ribbed duct that links to the inlet manifold, you'll need hex/Ribes bits and a 1/4" or 3/8" socket is useful.
Try not to stress the pipe that goes down to the exhaust as due to the heat, these can get very brittle and crack.

Search for EGR removal on this forum and you'll get plenty of hits.
 
Mine ('02 115) has normal Allen key bolts.
If you take the top engine cover off disgusted, you'll see the concertina pipe/duct just below and left (as you look at it) of the Brake Fluid reservoir.
