Technical Cooling issue?

So it seems issues come in waves and I think I have another one.

Last night I noticed my rad fam staying on after i had turned the ignition off. Only for about 30 seconds. Ive never had this happen before (at least I dont think I have). When i looked under the hood I noticed the coolant was very low, which I have topped up now. Today after driving for about an hour I noticed that the fan is still staying on after engine off.

Ive looked at the coolant and can't tell if its circulating or not. Is there a way I can tell if it is? The tenp guage in the car stays in the middle like always after I've been driving for a while.

Could I have an issue? How can I tell for sure if the coolant is circulating properly? If its not, what is the likely culprit?

Ive just noticed that the fan seems to be constantly on too.. I just drove my car and parked up leaving the engine on and the fan was going.
