In theory, you can chuck a lit cigarette into a bucket of petrol and the cigarette will go harmlessly out... and you really do not need to turn off your mobile phone when using a petrol pump...

Its not the fuel its the vapour, when mixed with air, becomes the explosive factor, as we all know.
If syphoning is impossible, disconnect the fuel line and slowly drain the tank in a very well ventilated area away from sparks or open flame would be the best method I think.
Did you know in Venezuela a litre of petrol costs at the pump is 0.7 pence, yes 0.7 PENCE a litre..... you heard right! (correct as of 2008 take a look at this website , but it does have its drawbacks being so cheap, for more info...

Its a real shame if you think about it that these days we have to RISK OUR LIVES draining full petrol tanks to save a bit of money...
