By a specialist yes, it may be cheaper to source a replacement and would be pretty difficult at home unless you have the right tools!

It could be welded.
I'm not sure how long it would last though.
It would have to come off to do it right, and if it's coming off, then you might as well replace it, as in my experience, welding an exhaust is just prolonging the inevitable.

If it was near/on exhaust manifold I would say probably no but now it's an easy job. I've done it in the past on my GT.
