Technical Cabrio running problems

[For the love of god]

Last summer i bought the fiance a punto convertible (1.6 90 elx 1995). Funny thing is i did so to replace what i thought at the time was an accident waiting to hapen (fiat uno).

Then the problems started. The two i would like advice on are:

1, When changing low gears at high revs the engine contineus to spin at around 3000rpm long after the clucth is engaged and the trottle disengaged.
Then drops off really slowly.

2, The engine sometimes idles a little rough anywhere in a 500rpm band and under light load also plays up.

Are the two above linked or am i going mad.

any help would be great.

P.S. as its winter and a soft top i have spent two days re-sealing the worn seals. Had to get inventive though, as FIAT wanted over £500 for three bits of rubber.
