General Bolt issue

Hi everyone. I really need some assistance… Recently just finished installing a towbar to my fiat doblo Workup. The issue I’m having is I can’t get these 2 caps off to install the 2 support arms, which is the only thing left.

I’ve got them loosened, but they just keep spinning, loose, tight, loose… Any ideas how I get them to actually come off? It’s been a real head scratcher. They are actual metal, I assumed they just be plastic caps.. I’ve no idea what they are called either, I’ve just used a spanner.. Pictures below…

Help appreciated, ive spent 3 days scratching my hair out on these 2 bolts..

What's on the other side of them, is it a bolt on the top of the chassis or covered with a floor or deck lining.
I assume it isn't a tipper which might have given access.
Any clue from the tow bar fitting kit bolts that are going to replace them?
Other than that can you speak to the tow bar supplier?

I am guessing it is 1 and 2 on page 3 ,being the other half of 1 and 2 on page 2, or have I got it wrong?

So what is stopping access to the bolts, it looks from the diagram that they just sit in the angled section against the chassis or is something blocking it?

issue is I can’t see or find those bolts. It’s extremely tight

So you can't see 1 and 2 on page 3?
They appear to be against the chassis rail, when the support arms are offered up it should give an idea where they are.
Is it paneled in on your vehicle?

That’s correct I can’t see those. The bed is in the way, there’s a little opening to put my hand through, but all I can feel is a rubber cover so I might pull on it

@bugsymike finally got it done. I had to remove the corner panel. It was quite a way in. In the end I called the towbar manufacture, shame it was such a hassle. Thanks for the help
