It doesnt have to be much things that are different between NCAP 3 and 4. You get alot of extrapoints for having seatbelt warning which is kind of strange, it doesnt really increas safety (if you wear it anyway).
Check the voltage of the battery. Low voltage can result in airbag failure. On other cars I've heard of both airbag failure and ABS failure due to poor battery.

Hi, I got a 2003 MK2 Punto Sporting and had that problem with the airbag warning light about 6 months ago. The explantion given was the glove box cable one - which they said was now fixed - and today believe it or not the airbag warning light is back on - so another time wasting trip back to fiat to fix again. I have had numerious problems with this car and this will probably be my last fiat. Saving up for a Seat Leon 1.8 20V Cupra hmmm.
It's another one of these so called "known problems".
If you tilt the seat with the key in the ignition, the airbag light will come on and not bloody go off! Kill the engine for 15/20 minutes then retry and it should have sorted itself.

Well, see what Fiat suggest then - They'll probably tell you what you need to fix it, then tell you it'll take them 3 months to get the part.
Fiat Servicing is ****e.
If they do try to fob you off like this, ask them for the part numbers and say you're going to try and source the bits yourself as they're ****e. Then phone Fiat customer services and ask if the part is in stock. If so, get it sent to your dealer!
