The turbo will only be generating pressure under load and beyond 2100rpm (ish)

So it's pointless looking over it at idle with no load, because it won't be on boost/boosting - and that turbo pressure just isn't there.)

The leak doesn't have to be large to generate a whistle/squeal.... indeed if it was a larger air leak you'd notice a drop in performance under load.

Highest pressure is when under load and anything over 2100rpm, which is why you only hear it as you described in first post.

All relevant hose connections as described above have to be double checked (or even just replaced/re-made as in post 12 by Communicator) , then if it's a plastic manifold check for cracks/splits or tightness of any fixings, and then the intercooler...

After some more investigation this afternoon and listening underneath at 2200 revs when I push front exhaust pipe up it seems to quieten the noise or am I just imagining it could it be egr gasket this video was of noise before

Mine is definitely 8150,43s thanks at a loss will start it up and see when someone revs if I can hear anything if not it will have to go to garage grr

Does your 2.8jtd have EGR, which was optional, and does not appear to be common in UK? EGR cooler runs across top rear of engine, with circular valve sticking up at vehicle RHS rear of engine.

Not sure if it has one or not will check mine is rhd

It's always easier if mechanic is standing there listening to the noise, so hopefully diagnosis is correct.
From your original description it was one of the possible options mentioned at #3.
On some turbos it may be possible to disconnect the turbo actuator pipe to confirm fault, before going to the expense of replacement.

I doubt that on a 2.8jtd that will achieve anything other than to make the noise worse, as the turbo is maximum pressure cntrolled via a small pressure hose to the wastgate control capsule. It is not controlled by a variable vacuum as on more modern engines. This small pressure sensinng hose is I think the one referred to by @Adie1023 in post #6. The hose is not otherwise mentioned, and I have not read of any failures, but it is subject to the same pressure as the rest of the system. Although the front subframe impedes access perhaps worth investigating, as it could be leaking.

Do bear in mind that the turbine or exhaust side of a turbo can get very hot.

I am attaching one of my stock photos, as it shows the hose below the gear selector cables. The photo also shows location of speed and crank sensors, so should be informative to an interested newbie.

Has anyone got any suggestions as to how to inspect the hose?

Thank you for that has anyone got any idea where I could buy that small hose that goes from turbo to wastegate as my supplier can't get that one

He was not at the van he asked me to send him video
 
I have listened to noise in video many times.....going against turbo theory, to me it sounds more like a "dry" rubbing similar to dodgy interior vent fan motor, squealing brake disc pads , loose metal panel ie heat shield at resonant frequency.

So hard to tell from video....needs real ear to hear.

I agree, when in vehicle you can test for many things, unlike video.
For instance if air vent noise does putting heating onto recycle (not external air source) turn heater fan off, re brakes does a very light brake pedal pressure whilst still driving with accelerator and engine noise does sound change, does noise come on at different engine rpms when in different gears, does fractionally relaxing accelerator when noise apparent change/stop the noise whilst road speed the same, will noise come on at same speed when coasting down hill?
There are so many ways that noises can alter, so many tests required.
Many years ago we had brand new Mazdas making a noise when slight turn of steering, we located the source as the factory pressed stainless steel wheel trims with vents in them.:)
