Tuning 1990 750 Panda Carb won't richen up.

I have a 1990 750cc that has a stalling problem. I have Changed the points,condenser and set the timing(i think the gap should be 16 thou on a Marelli dizzy,if not can someone advise)the i tried to adjust the fuel mixture but it won't richen up higher than 0.30 CO. I removed the carb,completely stripped it down and cleaned it out,problem still exists.

Sounds like you have a problem with your Idle solenoid. It's the little round thing on the carb with one wire going to it. With the ign. on take the wire on and off, you should hear the plunger clicking in and out. If it doesn't it's faulty. When I have this problem I unscrew it, then cut the plunger off and re-fit it. Of course this means that it no longer works but at least it can't cut the fuel off any more and your car will now idle.
It's an unnecessary part these days so don't worry about being this brutal . You'll also need to re-check your mixture adjustment after.
