I normally wire brush/get it clean silver metal then etch primer, paint, lacquer.
The way I think about it is as long as the metal is sealed from water or air then it was rust its pretty much how the underbody stuff works anyway.
Keep a eye on it.

no need for rust-fighting products, if you sand it until there's no rust and then apply a fairly thick coat of paint then rust will never come back.
