Technical 1.9 Multijet 8V engine - technical question

Hi All,
I would like to buy a car and a couple of days ago checked one but noticed something strange. One of the pipe comes from the engine? was wet. I wiped it off and it was oil (1.9 Mulitjet 8V) .
Could you please tell me what that pipe is used for, and where it goes to? (see the uploaded picture, red arrow points to the black pipe, I found the picture on the internet).

It is for allowing excess pressure from the engine block and carriers it into the air filter oil catch point. (the excess pressure escapes along with SOME oil vapour) It shouldn't have oil in it, however with the way the engines are built mine has a little, nothing to worry about, just watch out for excess and test for blowby on the engine (google it!)
