There is something seriously wrong with your Uno... my handbook quotes a top speed of 155km/h (96mph) for the Uno 1697 Diesel (not turbo). Just as Dunc said, in other words.
My first thought is that the injector pump timing is wrong. Maybe someone changed the cambelt without due care and attention?
I must also say that I have never worked on a FIAT diesel engine. In fact, I've never worked on any diesel engine!

Diesel cars are not common here (probably 1:100 compared with petrol cars).
The handbook quotes the fuel system as "Distributor-type BOSCH injection pump with hydraulic governor. Static advance: 3 degrees +/- 1 degree ATDC. Automatic control of ignition advance."
So if I was faced with the car, I think I would start by turning the engine to TDC (hopefully there are marks on the flywheel which you can see through a window on the gearbox, jack up the left-front wheel and turn it, while shining a torch at the window), then remove the cambelt cover, identify which pulley is the injector pump pulley, and look for timing marks on it. Also ensure that the camshaft timing is correct.
Haynes does not cover the diesel models, so the search for timing info could be a tricky one! I'll take a look on Google and post back anything I find.
