Well I have a Fiat punto mk2 2002 70,000miles with a 1.9DS Engine

I would like to make a small turbo for efficiency do i need to change some things like valve spring or piston rings?

I don't want to cause damages to the engine I want to play it safe :)

Things I changed so far:

engine and gearbox mountings,
tripods,
cleaned the breather blockage from the cap of the engine,
new heater plugs,
changed gearbox fluid,
engine oil,
radiator coolant,
new handbrake mechanism (drums)
break pads,
changed a CV joint,
new set alloy rims,
wheel balance,
wheel alignment

It is not possible to add efficiency by adding a turbo.
Your best options are to keep the tyres at the correct pressures and drive economically.

Back in the 80's people used retrofit turbos to PSA XUD 1.9 engines in BX and 405 cars. It was relatively easy but that was before the days of complicated electronic management systems. I would say it is possible to do. The main difference would be power rather than efficiency. The that would depend on what kind of map you could get to work. All things considered it would be easier to buy a turbo car.
 
I just want to fit a small one for the sound nothing out of the ordinary.
