I've searched the forums and found someone who had the same problem I'm having right now. The post is here: fiatforum.com/punto-ii/39329-abs-activating-low-speed-light-braking.html. (can't post URLs)

There was a problem with the abs about 6 months ago. At that time the ABS-light was glowing on the dashboard, the pump kicked in at low speeds, and I could also hear the pump running a few seconds each time I used the brake. The shop we used tried to replace one of the sensors at the front wheels (can't remember which) as this was indicated by the OBD reader. This didn't fix the problem, so we sent it to the local Fiat dealer where they fixed the problem. I don't know what it was since it's not my car, and I didn't ask the mechanic.

Now the same problem occurs. The difference is that the abs kicks in as soon as I touch the brake pedal and no light is indicating that it kicks in or that there's a fault in the system. Also, I'm not able to hear the pump turn on. I've tried to take out the fuse for the ABS, and then the light for the handbrake and the ABS comes on, but it brakes smooth as silk.

What I want to know is if there is a relay for the ABS that has gone bad. I've heard that these can lock up in the on-position (if the car has got one), making the pump run all the time. There's a big relay in the center (which I've seen in the Punto I've got). I saw in the post I linked to at the top that the target coating on the bearing hub had disappeared and that's what caused it, but is there something else I can try first? And if there isn't, is there some problems that can occur if I take out the ABS fuse till the owner can get it fixed? I know the ABS won't work of course.

to benifit everybody here is the picture the OP is on about

So lets recap here

Pedal pulsating when braking
Fuses removed = No pulsating
Indicating ABS is activating

Since we have no codes it dont help

check that all the wheels are the same size tyre to start with
Ensure the Pickup rings aren't cracked at all
ensure the clean (little bit of wrag and brake cleaner and clean the pickup ring

Im pretty sure i read somewhere that is the ABS is activated the Handbrake light / ABS light will flash to indicate this, but the mk2b's dont mention this, so lets assume the mk2 dont either

if its on solid ABS = Fault and system deactivated

The rims and tyres are all of the same type and size, and should have about the same pressure.

I'll try to get a look at the rings some time soon and check them out.

Checked the rings on the back wheels. There's a crack on the ring on the drivers side. As you can see:

Can this cause the problem?

Found out from the local fiat dealer that the last time the car was in for ABS problems, the ring on one of the front wheels needed to be replaced. But then the ABS light came on. And in the thread i referred to in my first post, the problem was found on one of the back wheels. So I didn't bother to check the front wheels right now.
 
hi mr crypton
on punto front rings are built into bearing in hub so never go wrong unless abused
on back its unusual for teeth to break and is usually down to poor maintenance causing drum shoe adjuster to drop or poor workmanship
your abs will kick in with a broken bit as pickup cant work out what it is so assumes wheel locked
needs sorting:)
