Mine has that exact same problem.. Its not a big issue to fix through.
The way I did it was to initially spray lots of crust inside all the rusty areas and then fill it all up with 'no more big gaps' then finally use filler on top of that.. more crust and then sand.. primer and paint..

This is a very quick way to fill big problem areas such as this and the 'no more big gaps' also gives the hollow area back some structural integrity.. most of your handy work will be covered by the tailgate anyway..

Crust is the best think i found for killing rust.. i buy big bottled of it and spray it inside the doors and well everywhere basically.. plus it doesn't damage paint :)

hope this helps.. its no biggie that what you have there, don't worry..

u can use some fibre glass matting and rebuild that rim no problem (y) build up a few layers of it though, to give it thickness and strength. it will do a better job than filler on its own, which unsuported will just crack, let in water and rust underneath without u knowing! (the worst kinda rust, the stuff u only find when its too late!) U can use the filler after to smooth over the usually very messy finish on the fibre glass and u wouldnt even know it was there after being painted in the right colour of course! :D

hope you get it sorted ok,
Si
