Any fuel to be used on the road requires fuel duty to be paid on it. The onus is on you to pay the required amount of duty.

Remember though Frank that we tested on a 1.9TD indirect injection engine. We havn't tried straight vegetable oil (SVO) in a direct injection engine (JTD).

As for pre-heating. If the climate is hot then you are likely to be able to run straight out of the tank. For those in cooler climates you need to run a heat exchanger between coolant and fuel line and also some sort of electric pre heater to heat the diesel until the coolant has built up temperature.

I am sure that the 'official' word is that you shouldn't use bio-diesel in JTD engines, although it is fine in the older TD engines. Still, if we were honest I think we would all have to admit that 'proper' fuel isn't really that expensive in any case, costing about the same now in relation to earnings as it did 20 years ago. Given that I get 50-60 Mpg from my Marea JTD the cost of fuel certainly isn't a major worry compared to the other costs of driving such as servicing, depreciation and so on.

Given my old 128 Coupe used to do 30 odd to the gallon I am probabaly paying half of what I did for fuel decades ago, so I'll let those who are daft enough to run 20 Mpg BMW's (and then get even less than this because they thrash them everwhere) to moan about the cost of petrol! ;)
