If your car doesnt have fog lights, you can modifiy the blank to hold an MR16 LED bulb.
MR16 bulbs are 12v, so there is no need for a convertor, it just a case of running the two wires to the bulb.

These are the kind of bulbs you need.

A quick search on ebay and you'll find these.

Other items you'll need include

3mm HSS drill bit
45mm Saw Bit
Torx driver bit
Heavy Guage wire
Silicone
scotch clips or soldering wire & heat shrink sleeves

Getting blank out

Once you've sourced your bulbs, you can get on with modifing the blank.

To get it out, you need to undo 3 torx screws. IIRC they are torx 5.

The blank/holder then comes out.

Take it to your work bench and screw it down (not to tightly as the plastic breaks easy)
This makes it easier to remove the plastic dome.

Use a small HSS bit, 2 or 3mm to make a pilot hole.
Then using 45mm saw bit, drill out the center part of the plastic.
You should have a clean cut hole, that shouldnt need any further work.

Bulb

Using heavy guage wire, cut two 12inch lenghts per bulb.
You can use proper connectors to connect to the bulb (these cost about £5 each), or you can push the wire over the pin and secure it with duct tape (its not gonna gome loose with that!)

Now that youve the wires on, strip a small piece of each and test it on the car battery to make sure theres a good connection.
Get your blank piece that you've modified, and push the bulb in as far as it will go. It should sit in place around the 3 legs, then add a few dabs of silicone just to keep it in place.

Wiring

You can now screw the plastic holder and LED back into the headlight unit.

Now you have a choice, you can wire them up to come on with the sidelights, or you can have them on as Day Running Lights.

On with sidelights;

On the sidelight find its wires, both are black, using scotch clips place 1 on each of the black wires, then place 1 wire from the LED in each.
Squeeze the clip in place, and close over the lock, turn on the sidelights and they will come on with them.

On as Day Running Lights;
You will wire them up to an igintion switched +, so as soon as the key is turned, the LED's will be on.
You can splice into the cig lighter, and run your cable back out through the firewall, neatly down along the inner wing to the drivers headlight, then loop it through over to the passenger side.
Place the other wire from the LED on an earthed point, (where you have screwed the plastic part back on)

When key is turned on, LED's will be on constantly.

If you dont want to use scotch clips, you can splice into the wires, add a heatshrink sleeve and solder in your extra wire, then seal it up with sleeve.

You should end up with something like this...
There is no beam, so they shouldnt dazzle other drivers
