Try gendan.co.uk or the multiecuscan website itself. If taking the plunge and buying the £50 full version, buy from gendan, they are in Wales and give 100% real time support; you can call them.
Multiecuscan (MES) web page support is a bit slow and is forum/email only. Leads are a bit more expensive from Gendan but are guaranteed to work out of the box. Ebay will be a lot cheaper but there is so much crap on there these days.
I bought my MES direct from creator and had some long delays with help. Depends what you need to do with it and on what vehicle- the trial version of MES may work for you.

The best place to get Multiecuscan is the website www.multiecuscan.net . Download the free version and make sure it works OK then pay the 50 Euro registration fee.

There does not seem to be one for your part of the world.
For interface buy a ELM 327 USB one that is modified for multiecuscan (unless "remove SMD terminaion resistor" means anything to you in which case buy a cheap chinese one and modify it yourself) .
