It's a pity we don't see more TO's out there, but they're never to be seen.
That's why so many people don't care about using mobiles, not wearing seat belts etc.
In reality, depending on where you live of course, there's not much chance of getting caught, is there?
True enough, I didn't see a single Police Traffic Car on my entire journey from Ashford back to the East Midlands last weekend. What I did see however, was some old dear on the M20 sat squarely in the centre lane doing 60 mph with a mobile phone strapped firmly to her face. I approached warily drawing almost level with her in the nearside lane, she didn't see me at all. Then I had to drop back, pull all the way over to the outside lane, overtake and crawl all the way back in again. That in my opinion just increases the danger to me. In South Africa where I have driven frequently, people undertake perfectly safely all the time, indeed it is pretty much accepted, though I believe illegal. My point is, I personally don't see the problem doing it here, then again thinking about it, it would undoubtedly be a disaster so I'll shut up! Anyway, back to topic - I still wouldn't bother going to the trouble of changing my rear number plate lights, unnecessary faff imho for what exactly? and to impress whom?
