I believe that high level means speaker level, yes.

Chris; the current in a high level will be higher as it needs to drive a speaker rather than provide a signal for the amp.

Chris, it does not mean that it will be louder (at least in most cases no) cause an amp with High level inputs has a transformer/capacitor/resistor configuration inside that changes a high level input back to a low level rca input.
