whining noise at start up ,1.2 petrol punto

Hi,i have a 2000 reg 1.2 8 valve punto mk 2,lately when i start up the engine from cold,i hear this whining noise,i have a feeling its comming from the timing belt,because the alternator belt seems fine,could the timing belt be on the way out or could it be the tensioner,belt has 40k miles up.
any help appreciated,tks

could be the tensioner although the whining could be due to over tightening or the water pump is on way out hope this helps
