They certainly can't pull you for having tints on the rear, though they may give the car an air of interest to them, so you might get pulled occasionally, but they certainly can't do anything about tints on the rear!

I would imagine that the insurers would class them as a modification, so the answer is yes. A general guide, if you're not sure then declare them. If they say it makes no difference then all's good, and they can't then refuse to pay on a claim because of them! (Of course it might put the quote up a little bit, but shouldn't be much!)

£200 it puts it up by, id rather re-pay for them £110 if I would have a crash tbh (n)
 
It doesn't work like that. If you have an accident, and the insurance company spots a modification that hasn't been declared, then they can refuse to pay the whole claim, so you become uninsured and are liable to end up with many points on your licence, a big fine and many years of higher insurance premiums. If a copper was feeling particularly nasty they might well ask your insurers if the tinting is declared, and if not, same situation, but with the additional problem of mr plod seizing your vehicle and possibly crushing it.
